This PR makes uses of a newly shipped fix/feature that we can override title for the TOC in the toc file. It has the same effect as the page level
short_titlewas, but IMO has the benefit of setting it at the place where we define the rest of the toc (and this way it doesn't interfere with running the notebooks as notebooks)
